Particular needs exist for schools, nursing homes, clinics, hospitals and other locations where vulnerable and special needs residents reside or childern are under supervision. Small and medium-sized companies can establish a volunteer power network where employees can provide company or privately-owned generators to help meet emergency power needs of these facilities. Local governments generally don't have enough resources to provide back-up power to secondary locations that care for or administer to children, special needs or vulnerable citizens. Many local companies and their employees however have generators for their own facilities or for their private use, which could be brought into a local volunteer power network that could provide emergency power to widely dispersed locations during a crisis. Working with the mayor, police, fire and the local emergency management officials, local companies can volunteer their generators through an on-line registry that lists their size, power capability, availablity and area that can be served. A short training program could be developed that identified the local volunteer to the appropriate response buddy, so that in advance of a crisis, the volunteer would know when and where to take the generator in the event the power is needed. Since many of the local community services are provided by private and community sector organizations, reaching out through a volunteer power network will help local government officials determine their surplus or shortage of emergency power capabilities ahead of a crisis.
