More pointedly, when the general infrastructure is damaged, supply chain operations are seriously hindered. Already, there are churches and other religious organizations that have readily available supplies that can provide for a community. In one area of Northern Virginia, several local churches have large, clear ziplock bags which they pass out to the homeless. Inside each of the ziplock bags there is a set of clean underwear, t-shirt, socks, hand and foot warmers, a flashlight, anti-bacterial soap, a wool hat, and a few other things to keep someone warm in cold and wet weather. Those bags could also be used to help disaster victims when the infrastructure is damaged and response services are slow to move to the scene. Many religious organizations already have the communication networks and cooperate in ecumenical programs to provide shelter and food for the homeless. Those same programs could easily be moved into a disaster response capacity in the event they are needed.
