According to a HHS press release, the guide, called "Providing Mass Medical Care with Scare Resources: A Community Planning Guide" will provide local officials with "valuable information that will help their efforts to plan for and respond to a mass casualty event." MCE's, as they are called, would overrun the health response system causing a breakdown in medical community's ability to respond to the event. The agency in charge of the planning guide, the Agency for Healthcare Research and Quality (AHRQ) under the aegis of HHS, has included in the report "key constructs, principles and structures that should be incorporated into the advanced planning; approaches and strategies that could be used to provide the most appropriate standards of care possible under the circumstances." A pandemic flu case study also is included in the guide which was a collaborative effort between the AHRQ and the Office of Public Health Emergency Preparedness.
