The program was begun in 2000 and was formed with the help of community clergy who worked to create a "comprehensive chaplaincy program which assist first responders in emergency [sic] crisis." Since the creation of the CCRT, community religious leaders have been aiding first responders in helping community members immediately after a crisis who may be dealing with post-traumatic stress disorder. Clergy with the CCRT also help with recovery efforts. Chaplain Rob Rosenblaum is the acting director the the Fairfield CCRT.
