New RAND report focuses on rail safety | 12.12.2007 | 08:17:44 | Views: 6237 | ID: December 12 '07: In a press release, the RAND Corporation announced a new study which "gives rail security planners and policymakers a framework to develop cost-effective plans to secure their rail systems from terrorist attacks." The authors cite terrorist attacks in London and Madrid as highlighting the "vulnerability of rail travel and the importance of rail security for passengers." The framework identifies 11 "potential attack locations" which are vulnerable to "eight potential attacks modes" on a scale of high, medium, low or no risk - large and small explosive; large and small incendiary; armed attack; unconventional weapon; sabotage; and hoax or threat.
