Operation Prepare was developed by the Commander, Navy Installations Command. CNIC Emergency Management Program Director Owen McIntyre told NNS, "Staying informed, developing a plan, and making an emergency kit is the theme of this initiative so that every member of the Navy community can learn to prepare and respond in the event of an emergency." Resources on the website include web links to organizations like the American Red Cross, the Centers for Disease Control and Prevention, and FEMA. On the site, there are also instructions on how to make emergency kits for the home, how to organize an emergency plan for the family and regional information for families in different parts of the country. NNS reported, the regional information on the site contains "information on potential threats likely to occur at an installation or in a region, along with resources for response activities such as evacuation routes, safe haven and shelter locations."
