The partnership's focus is to "rapidly and expertly [provide] on-the-ground aid by sending vital life-saving supplies and cash grants to assist communities in rebuilding." "Partnering with grassroots organizations, Operation USA specializes in reaching vulnerable populations who are in the greatest need, yet who are often ignored by governments and larger aid organizations," the Honeywell said. During the Tsunami in 2004 and the proceeding recovery efforts in 2005, Honeywell awarded Operation USA a $250,000 grant through Honeywell's Hometown Solutions to help remote villages with recovery efforts. Operation USA began in 1979 and has been working "privately" without federal funding of any kind. "Underpinning this," the organization said, "is our belief that 'Private Means Private', and so we rely instead on the generousity of the American people and on their private institutions to support our work." The organization said one of its goals was to rely on community support and to "limit administration and fund raising expenditures to less than 3% and thereby to keep small." In addition to partnering with Operation USA, following Hurricane Katrina Honeywell sent $500,000 to the Gulf Coast area targeting Honeywell employees and local fire and rescue squads, "whose resources [had] been depleted." Furthermore, the company sent aSikorsky 76 helicopters "and its supporting air and ground crews" to help Federal Emergency Management Agency officials "to help with search and rescue and emergency supply efforts."
