The technology, and acronym spelling CARVER was originally designed by the military "to identify areas that may be vulnerable to an attacker," the press release announced. CARVER + Shock, "stands for six attributes that are used to evaluate targets for an attack" the website read. The attributes: criticality, accessibility, recuperability, vulnerability, effect and recognizability were grouped together to give a contextual evaluation for a seventh "attribute" - shock. For instance, the psychological shock of a bioterror attack on the food supply. On its website, CARVER+Shock provides information, links, legislation and guidance on topics ranging from training and materials for federal, state, local and private sector officials to medical response and guidelines for food safety.
